GMHC Applauds NYC Leaders for Making Conversion Therapy Illegal

New York, NY (July 20, 2018)—Gay Men’s Health Crisis (GMHC) today celebrated Local Law 22 going into effect in New York City, making it illegal for any person to offer or provide conversion therapy to LGBTQ folks for a fee.

The New York City Council passed the bill outlawing conversion therapy in November 2017, and the law went into effect earlier this year. Now, city residents can contact the New York City Department of Consumer Affairs (DCA) with specific complaints about conversion therapy--therapy designed to change or alter a person’s innate sexual orientation or gender identity. Conversion therapy has been condemned by the American Psychological Association as potentially harmful to people who undergo the process.

If a person is charged with violating the law, fines go from $1,000 for the first violation, $5,000 for the second violation, and $10,000 for each subsequent violation. Complaints can be filed by calling 311 and stating “conversion therapy,” by submitting a form online at or, or by mailing a complaint form to the NYC DCA. Complaints and reports can be made anonymously, which can protect individuals from further harm or being outed.

“Thanks to the leadership of Council Member Daniel Dromm, who consistently stands up for and works to protect the LGBTQ community, we hope that conversion therapy and its resulting trauma will no longer cause devastating, lifelong damage to members of the LGBTQ community.” said GMHC CEO, Kelsey Louie.

“We’ve seen so many people coming out and telling their stories about surviving conversion therapy, and how it caused incredible harm to themselves and their families,” said Cecilia Gentili, GMHC’s Managing Director of Public Policy. “Thankfully, with Local Law 22, we can begin to fight back against these alleged ‘therapies’ and remind people that such treatment is antithetical to the human condition.”
